Individuals might take extraordinary precautions against rare threats while neglecting the lifestyle factors that genuinely endanger their wellbeing. Societies might invest vast sums in security theatre that addresses psychologically salient threats while underfunding responses to more probable harms. Does rationality not require that we proportion our concern to actual rather than perceived risk?
The mechanisms underlying availability prove complex. Recent events carry more weight than distant ones since they have not yet faded from memory. Events that affected us personally loom larger than statistics about strangers. Concrete instances outweigh abstract base rates. Emotional experiences encode more deeply than neutral observations. All of these factors influence what comes readily to mind when we attempt to assess frequency or probability.
Media consumption dramatically shapes availability. The news industry operates according to the principle that unusual events merit coverage while ordinary occurrences do not. This creates a systematic bias in our information environment: what we hear about tends to be unrepresentative of typical experience. A single dramatic incident can receive more coverage than thousands of mundane events combined, leading consumers of news to develop distorted impressions of what commonly happens in the world.
Personal experience creates its own availability effects. Someone who has been in a car accident may assess driving risks differently than someone who has not. A person who knows someone affected by a rare disease may perceive that condition as more common than statistics would suggest. Our direct encounters with events create vivid memories that can override more accurate but abstract information. The construction industry provides an illustrative example. Studies have found that safety professionals tend to focus on the types of accidents they have personally witnessed or that have received recent attention, potentially neglecting risks that are statistically more significant but less psychologically available. This availability driven approach to safety management may leave organisations vulnerable to dangers that have not recently manifested dramatically enough to capture attention.
What strategies might help us overcome the distortions of availability? One approach involves deliberately seeking out base rate information rather than relying on intuitive impressions. When assessing the likelihood of events, consulting actual statistics can provide a corrective to biased recollection. Yet this strategy requires both access to reliable data and the discipline to seek it out rather than trusting our instincts.

We do not form beliefs about the world through neutral observation and logical inference alone. The architecture of memory shapes what evidence presents itself for consideration, and this evidence arrives already weighted by factors that may have little to do with truth or frequency. Recognition of this fact need not lead to paralysis or scepticism but rather to appropriate tentativeness about confident intuitions and openness to correction when better evidence becomes available.

Perhaps it would mean treating vivid anecdotes with the scepticism they deserve while attending more carefully to patterns revealed by systematic observation. Perhaps it would mean recognising that our fears often track what is memorable rather than what is probable. Perhaps it would simply mean holding our confident intuitions about likelihood with a lighter grip, acknowledging that what comes easily to mind may say more about the quirks of human memory than about the actual structure of events in the world.
